In closing out bug 4892042 (Lower protection for some starter methods/fields), 
there was discussion that a new, more generic rfe should be logged against the
service starter to make it more extensible/customizable.

It wasn't initially designed with this in mind, so this RFE will 
very likely result in (major?) API and implementation changes.
