You probably did not install either JavaSVN or JavaHL. Subclipse uses 
either of those to talk to the Subversion server. I personally have set 
up Subclipse with Eclipse 3.1 and JavaSVN without any problems. 
Instructions how to get/install JavaSVN are available here ( 
http://tmate.org/svn/download/index.php ).
