*DoD:* 
 * "OfflineParitionsCount" metric tagged by the topic name only in the case where the topic has an offline partition. 
 * Once a topic no longer has any offline partitions, the emitting gauge is removed from the the metrics registry.
 * Gauges are removed following topic deletion.
