[jira] [Updated] (KAFKA-21277) Docker image: support KRaft dynamic quorum (KIP-853) controllers

Maros Orsak updated KAFKA-21277:
--------------------------------
    Description:
The Docker image can only run controllers with static voters. With controller.quorum.bootstrap.servers instead:
 # KafkaDockerWrapper always formats with plain kafka-storage format. On a controller without voters, StorageTool requires --standalone or --no-initial-controllers, so the format fails and the container exits.
 # The image configure script rejects KAFKA_ADVERTISED_LISTENERS on controller-only nodes, but a dynamic voter needs an advertised controller endpoint.

We should (i.) add a new env var (e.g. STORAGE_FORMAT_ARGS) appended to the images format command and (ii.) allow KAFKA_ADVERTISED_LISTENERS on controllers when it lists only controller listeners.

Default behaviour stays unchanged. Since the env vars are part of the images, interface (KIP-975), this might require a small KIP.

Affects the 3.9.x+ version.
