Get rid of ZkNamespaceManager

I'm working on https://issues.apache.org/jira/browse/HBASE-7767 and seen
the similarity with ZkNamespaceManager. In current scheme with collocating
master
it is redundant. Moreover, ZkNamespaceManager not used at all.

For me it is a good idea to get rid of it, that reduces complexity and zk
dependency.

What do you think?
