Setup: Advanced Networking Zone, Xen 6.1 , MS - RHEL 6.3 

Steps:

1. Deploy instance as ROOT admin
2. Create the snapshot for the ROOT volume of this instance
3. Create the volume from this snapshot. 

Observation :

1)Volume  created from snapshot state is in allocated state instead of Ready state which is letting Primary storage not to increment the resources
