Design-doc: Subresource Integrity support and handling

Hi all,

I've started out with drafting a design doc for handling sub-resource
integrity (SRI) in the PageSpeed optimization framework [1]. The doc still
fairly early stage but feedback is appreciated!

High-level there are two things in it:
1. For sites that do already have SRI implemented, some improvements are
possible in the product to improve handling.
2. While not exactly an optimization for speed, I do think that the product
could add value  by automatically tightening up sites that do not support
SRI.
