mail moved, CVS is next

Mail for apache.org is now flowing through locus.apache.org.  All lists
have been moved to it, and all lists are now running on the 'ezmlm'
mailing list package rather than majordomo.  This means
subscribe/unsubscribe commands are handled differently; email

  new-httpd-help@apache.org

if you need details.

I will watch it closely over the next few days to make sure it's all
copacetic, and tolerance in the case of failures would definitely be
appreciated.

I'll be moving the CVS trees over tomorrow; for the time being, the CVS
trees are still on taz, and dev.apache.org still points to them.
