I'm not sure what you mean by this issue.

Yes, the text in the "file upload" dialog is going to be in the language selected for the web browser, not the one that the webapp is in - just like the "File", "Edit" etc menus are in the browser language, not the webapp language.

As you point out, there isn't anything a webapp can do about this - it is set by the browser or the OS. 

So what do you expect to be done about this bugzilla issue?
