   `org.apache.texera.amber.engine.architecture.common.PekkoMessageTransferService` (amber engine) is ~80% line-covered on Codecov, with a few flow-control paths untested:
   
   - `getAllUnAckedMessages` — collecting stashed (flow-control) + in-transit (congestion-control) messages
   - the backpressure toggle — flipping in both directions as channel credit changes
   - the scheduled resend callback (`checkResend`)
   
   These are exercisable as a plain-JVM unit test using a real `ActorContext` from Pekko TestKit (the amber test tree has no Mockito), without calling `initialize()` for the credit/backpressure cases.
   
   Part of the amber unit-test coverage push toward 80% ([Codecov](https://app.codecov.io/gh/apache/texera)).
