   ### Motivation
   
   Pulsar Proxy's shutdown isn't graceful. It doesn't close the Proxy to Broker connections before shutdown.
   This might lead to issues with exclusive producers, consumers and key shared consumers.
   
   ### Modifications
   
   - close all connections and wait for graceful shutdown before returning from close method
