[OGNL] JIRA issue ID

I just realized the weird presence of a kind of shift on the issue's ID.

So, for example, OGNL-20 [1] became OGNL-211 [2]

is it related with the last JIRA importing?
Is it a wanted behavior?

One thing is certain: it's a bit messy, it's not easy to relate commit
messages with issues.

Hi Mau,

I noticed it as well last week, I doubted I was stoned, but your
comment gives me the confirmation that the import of old issues
modified added issues behaviour.

Agreed that linking commits with issue is now completely confusing :(
