Not sure if it is decent ;-) but Trillian will allow you to connect to 
ICQ as well as have all your ICQ buddies in one convinient package


PS It has AOL and MSN too if it thrills you

http://www.mozilla.org/projects/rt-messaging/chatzilla/ should work on 
windows? Never used it there though.
