[server] Clean up stale KV directories during startup

Remove leftover local KV directories in KvManager.startup() before the
TabletServer accepts replica assignments, including directories without
logs or table metadata. Share tablet discovery and retain logs and caches.

Atomically rename stale tablets before deletion to prevent reuse of
partially deleted RocksDB state. Retry pending deletions, skip symbolic
links, and tolerate cleanup I/O failures without preventing startup.

Cover controlled shutdown, snapshot and log recovery, multiple disks,
and directory isolation, permissions, and cleanup boundaries.
