Does the applicationId from allDags link to the application details page or does it link directly to the ResourceManager page? 

If it links to the application details page, then we should always create a link regardless of whether TEZ_APPLICATION exists or not. 

Now on the application details page, depending on whether we have data or not, we can show the data if possible or show unavailable but that should not drive the link logic on the AllDAGs page.
