Where is that directory? I downloaded the Win32 basic and developer
zip files and there is no such directory.
I just read about SVK, based on Subversion at
http://www.perl.com/pub/a/2004/03/03/svk.html
It says you have to have the perl bindings, but I can't find them.
Can I copy from the source into such a directory?

I have the same problems. Are you using VC++?
I guess I'm going to have to compile swig and then subversion myself
with MinGW. Has anyone had success or problems building with MinGW-3.1.0?

It is in the source tarball.
I've been trying for the past couple of days to compile the perl
bindings for Win32. However, I've been getting errors in swigutil_pl.c
relating to the use of "long long." (My apologies for not having
exact errors at the moment.) When (if) I get the bindings to compile,
I will be happy to make them available as a PPM package, but I really
know nothing about SWIG and have very little C knowledge.
