BUILDING.txt is a bit anemic and is probably not the place for all of the above (see subject).... hmm.... but maybe it is given it is for devs only.

The first cut at htrace web site has cmds to build and deploy site.

[~iwasakims] over in HTRACE-82 adds how to build a fat jar.

We need to add all how-to building tasks in the the one place  (Thinking on it, lets do it in BUILDING.txt for now).
