How to test permissions granted in catalina.policy

I'm getting an java.security.AccessControlException: access denied
(java.lang.RuntimePermission accessDeclaredMembers) when starting my
webapp in strict security mode ( -security ). 
 
Therefore I have granted the following:
 
grant codeBase "file:${catalina.home}/webapps/overdijk-struts1-0/-" {
        permission java.security.AllPermission;
};
 
In hope this give my app the needed permissions....
But it ain't working....
 
Some problems coulb be..:
1. the permission are not granted (I read about something similar on the
internet). 
2. I made a error in the above grant....
3. ..?
