a new page: http://perl.apache.org/bugs

I've just added a new page to aid finding the way to the bug reporting info. 
The cool thing is that it's now easy to remember how to type that url and 
provides less excuses for not supplying the required info in bug reports.
It's also now has a prominent place in the menu of perl.apache.org.
