Currently the 0-8/9/9-1 client only supports BURL style addressing.  There is no compelling reason not to support ADDR style addresses also (though some features that can be exposed through ADDR such as link capacity have no 0-9-1 analogue).

Support for ADDR in 0-9-1 addressing is probably limited to the Qpid broker (rather than extending to, for instance, RabbitMQ) as it likely requires Qpid specific extensions to AMQP 0-9-1.
