Bloomberg recently donated the 'Solr Operator' to the Apache Lucene project.

Currently, [https://github.com/bloomberg/solr-operator] has Bloomberg copyright in the header for all files e.g.:

We'd like to confirm that we can move ahead with the migration of this repository under ASF GitHub and proceed with the grant.

Also, if it would be ok for us to move the copyright notice to the NOTICE file instead of having it on all files and would we need a written consent to do so from the original author i.e. Bloomberg?
