Changing this into a **bug** with an updated title.
I just tried the recently published Cordova 9 CLI, get the following message if I would do `cordova platform add android` in a new Cordova 9 project:
```
Discovered plugin "cordova-plugin-whitelist" in config.xml. Adding it to the project
Installing "cordova-plugin-whitelist" for android
cordova-android version check failed ("/Users/brodybits/Documents/cbwork/ctt-18f0c319-efe3-4b9b/demo/platforms/android/cordova/version"), continuing anyways.
This plugin is only applicable for versions of cordova-android greater than 4.0. If you have a previous platform version, you do *not* need this plugin since the whitelist will be built in.
