To verify this issue follow the steps
1.create a database and table
2.Then go to form in design view
3.Go to form controls and click on more controls and it displays a new tool
bar
4.In more controls tool bar click on image controls option
5.Drag it to form view
6.That selected image control is moving top and bottom side and it does not
moving right and left side

The control is anchored "as character". Change the anchor to "to page" to make
it free moveable. Not an issue but support request.
