   Agree with @cloud-fan. Please do not remove the old code in resolution for the following too reasons:
    1. It's very risky to do so right now
    2. # of qualifiers < 3 will still be the most common case. We should still have the proper resolution there.
   I think your matcher should come in if the first two qualifier matching code doesn't work.
