Who is the program committee? Can I volunteer?

(Regarding the NA conference) As the title says, I am wondering who/how
the program committee's are chosen for the different tracks. Being a
committer on httpd and a huge fan/power user, I'd like to volunteer my
services - to any degree I would be useful.
