This part of the rule is not being triggered when it should be:
header __MIMEOLE_MS             X-MIMEOLE =~ /^Produced By Microsoft MimeOLE/

The header the users exchange server is adding to the emails is:
X-MimeOLE: Produced By Microsoft Exchange V6.5.7226.0

Just for your record the other header involved in this rule is:
Message-ID: <00...@example.local>
