Digital Rights

I am attempting to determine if there is a standard for the insertion of Digital Rights Header into a SOAP envelope. The need is to pass the Digital Rights along with a Web Service result set to meet copyright requirements. The intension is to pass the Creative Commons Digital Rights to a user for acceptance or rejection along with the result set.
The passing of Digital Rights are now becoming more and more a requirement for agencies and businesses to pass copyright along with the results of a web service call. I have not been able to find a specification for a SOAP Digital Rights Header and am hoping the some one in the forum has heard of one. If not I would like to get a discussion going to start the thinking of how to implement such a heard.

  There is a definition for a ws-security Rights Expression Language Token 
Profile available from OASIS. I don't believe that wss4j supports it at 
this time though.
