fixed. except encode is by default false and would only have effect when parse is set to true.

changes are at :-

Sending        src/main/java/org/apache/struts/action2/dispatcher/StrutsResultSupport.java
Adding         src/test/java/org/apache/struts/action2/dispatcher/StrutsResultSupportTest.java
