[I] [MPOM-357] Execute checkstyle after enforcer [maven-parent]

   In enforce we can check java versions required for build.
   
   Example - when we want to use newer checkstyle - jdk 11 - java version should be checked before checkstyle.
   
   Discovered on maven-indexer project.
