Various parsers in the org.apache.commons.net.ftp.parser package assume english abbreviations for 
months; such as 
    private static final String MONTHS =
	"(Jan|Feb|Mar|Apr|May|Jun|Jul|Aug|Sep|Oct|Nov|Dec)";

However, some server return localized versions of the above such as Okt for October in German.
