Publish project at apache.org

How to actually publish my java project on apache.org I assume I have to
upload this project to incubator? how to do it?

The ASF doesn't "publish projects".  We host project *communities* that
choose to join the ASF and follow the Apache Way of development.

So yes: the only way to get code releases published at apache.org is to
bring a project to the incubator, and build up a community around it.
