I'm gonna move the fix version to 2.40.0 since [GitHub Pull Request #17742|https://github.com/apache/beam/pull/17742] has not made to 2.39.0 release.

 

#17742 looks like test, If the merged pull request #17348 is the only change needed to fix the issue you can adjust the fix version back to 2.39.0 and put relavant PRs in a related Jira issue that has fix version set to 2.40.0+.
