[Build plugin] Replace subversion reference for git
The current build plugin template:
issue-tracking-template.xml
Contains this line:
"For more information on subversion and creating patches see the
<a href="https://www.apache.org/dev/contributors.html">Apache
Contributors Guide</a>"
It is also in the sandbox-issue-tracking-template.xml.
AFAIK we do not have subversion repos any more. I suggest replacing this
with git.
Note: The linked guidelines have information on both svn and git for
contributors.

If there are both subversion and git repos then the statement could be
simplified to:
"For more information on creating patches see the
<a href="https://www.apache.org/dev/contributors.html">Apache
Contributors Guide</a>"
This avoids having the release plugin determine which repo type to name.
The guide has instructions for both subversion and git.

There are still some Commons items that do not have Git repos.
The main active item is the top level website.
There are also some components that I think are only in SVN,
admittedly this is probably only the dormant ones, but they might be
revived.
