Can the creation of users and repositories be scripted?

Hi,

We would like our developers to use a local Archiva instance for
development.
As setting up all the necessary users and repositories for our environment
can be tricky and time consuming I was wondering if it would be possible to
script in in some way, so that the developers would just need to extract a
current version of Archiva, run some script and then start it fully
configured.

Those operations can be done using REST calls.
