binary distributions: suexec.c should be included

IMO the binary distribution should include the source to suexec.{c,h} --
it doesn't contain the binary (but includes the necessary header files)
and should allow the user to create it if she wishes so.

Don't propose to use the source distribution as a solution to this problem:
a) the whole configuration would have to be re-done
b) the same argument (pull the source if you need it) holds for the
   documentation as well.
c) it really doesn't eat up much space.
