[Fixed] Excalibur build... hopefully. (Was Re: Cocoon go the way of the Dodo?)

Ok, the dist and site excalibur built targets should both be working 
now.  At least they do for me...
In the end, the only thing that was not able to get working correctly 
was the Baxter build.  So
for now, it is commented out in two places in the root build.xml.
The problem is the lack of the jmx.jar property.  Not sure what it 
should be set to so that it will
work under GUMP, so for now it is out to hopefully get GUMP to work 
correctly tonight.
