Turned out I was getting frustrated at nothing, you can enter your own choice of row limit as @etr2460 kindly told me on the slack channel. I'll spread the news wherever I see similar confusion.

This is a serious flaw in the setup. I want to create a histogram of the count of all of my users, caching should be the solution to any performance issues, not just limiting the throughput of data.

./superset-frontend/src/explore/controls.jsx, on line 93

version 0.33.10402 has same problem where the default VIZ_ROW_LIMIT is 10000.
Any changes to this config.py parameter are not working.

There's a slight design mismatch here. Superset follows the BI tool design default of 'you must apply aggregations' (sure you can apply an average over 1, but it's clumsy) and yet also sets limits on the amount of data you can load in. The two do not work neatly together.
The problem could be solved by:
1) Recommending that users write the aggregation into their SQL query and then chart the raw data.
2) Allowing finer control of dataset limits. I suspect 50K is on the low side with sufficient column restrictions.
