Announcing a new release

New releases should be announced to the project dev@ and user@ lists,
as well as the general announce@apache.org list.

This should be done a day or so after the release has been published
to the mirrors (to give time for the mirrors to catch up). Also the
download page should be updated before sending the announce mail.
