    Resolution: Won't Fix

IP blockage (normally to stop spam) is outside the scope of a blog writer, but should be done by an administrator for all blogs, so individual users each don't have to do this.  This should be done by the servlet container hosting Roller (http://vicker313.wordpress.com/2010/11/05/restrict-ip-coming-to-tomcat-service/, for example with Tomcat)--if the servlet container doesn't have a nice way of doing this it would be better for the operator to switch servlet containers rather than have each web application do this wheel reinvention.  User-specific IP blocking also is inefficient and possibly counterproductive, as Annoying Commenter can just switch to a different IP address, and may actually be motivated to so do, energized by the fact that he's getting on the blogger's nerves.  Finally, with most ISP's IP addresses are shared across large pools of users; blocking an IP ends up blocking a large number of legitimate users.
