[RESULT][VOTE] Release flink-connector-kafka v3.1.0, release candidate #1

I'm happy to announce that we have unanimously approved this release.

There are 5 approving votes, 3 of which are binding:
* Hang Ruan (non-binding)
* Mason Chen (non-binding)
* Qingsheng Ren (binding)
* Maximilian Michels (binding)
* Martijn Visser (binding)

There are no disapproving votes.

I've worked yesterday already on completing the release, and I'll
announce it shortly after this email.
