If a directive doesn't merge properly, or mysteriously unconfigures itself when another directive from the same module is added, then that directive is broken and needs to be fixed.

I understand that mod_access_compat probably wants to be bug-for-bug compatible, but if this is happening with other modules it needs to be fixed.
