Incorrect http://jakarta.apache.org/commons/releases/prepare.html WRT License info?

Hello,
The page:
http://jakarta.apache.org/commons/releases/prepare.html
States:
"Make sure that there is a complete Apache Software License at the top
of each source file. The so-called short form of the license has not
been approved and should not be used."
Which is in contradiction under the 2.0 license since we DO use a short
form "pointer" license.
Can I fix that? I am a committer but the page is not in CVS.
