With XenServer and KVM, CloudStack provides HA by monitoring hosts and VMs.  It does not use any HA capabilities provided by the hypervisor.

With VMware, CloudStack uses the HA feature provided by the hypervisor and vCenter.  This means CloudStack relies on the admin to enable HA on the VMware cluster.  CloudStack then places HA-enabled VMs on the HA-enabled cluster.   With VMware, CloudStack does do some monitoring, but it does not use this data to implement HA decisions or attempt to restart failed VMs.  It assumes VMware / vSphere will do this.

Hari's point was that HA is enabled on the VMware cluster (set of hosts).   Either all the hosts in a cluster use HA or none of them do.  He was asking if you believed VMware could enable HA on some hosts in a cluster but not others.  If so, that would be a new feature for VMware.
