> The KRaft controller's quorum-state file `$LOG_DIR/__cluster_metadata-0/quorum-state` contains an empty clusterId value.  This value is never non-empty, and it is never used after it is written and then subsequently read.  This is a cosmetic issue; it would be best if this value did not exist there.  The cluster ID already exists in the `$LOG_DIR/meta.properties` file.
