Fix structurally invalid HTML on the RM helper page
The three raw <h3> headings inside the component reference table each
opened a Doxia section that Doxia only closes on the next heading, so
</td>/</tr>/</table> closed over an open <section>, and the last one
stayed open through the whole <script> block. Browsers already repair
this silently, so nothing was visibly broken; this is a pure structural
fix. Replaced each <h3> with a non-heading element carrying the same
computed style, with the same <a id="..."> anchor placed explicitly so
the three published anchors (Component_category, Component_information,
Instructions_to_publish_component_release_documentation) keep resolving
exactly as before.

Keep the demoted headings in the accessibility outline
Doxia's paragraph sink only lets class/id/lang/style/title through its
attribute allow-list, silently dropping role/aria-level - confirmed by
testing on <p> directly. <output> isn't a tag Doxia's HTML parser
recognizes, so it's passed through via the sink's unknown-element path
instead, which writes attributes verbatim. Styled display:block with
the same rule as before, it renders identically to the <p> it replaces
while keeping the three headings in the accessibility tree as
role="heading" aria-level="3".

Trim the inline style on the replacement headings
Drop font-family:inherit, keeping only the durable subset that mirrors
the skin's h3 rule (font-size/weight/line-height/margin/color:inherit).
role="heading" aria-level="3" was tried and dropped again: Doxia's
paragraph sink only lets class/id/lang/style/title through its
attribute allow-list, so ARIA attributes are silently stripped and
never reached the page.
