Andreas,

Currently I use a perl script to do this, works pretty well!  In that script, I create one large features.xml file for all 140+ bundles (that aren't in the system folder).  I would suggest something similar here, at least as a start point.

Because all dependencies are in one feature, and that feature is generated from all of the bundles deployed to a karaf instance once it is stable, there aren't any dependencies between features... because there is only one feature.  This also assumes that all consumers of this features file will have the appropriate system features defined in featuresBoot.
