[Bug 6135] New: USER_IN_WHITELIST_TO looks at Received: header

whitelist_to documentation lists a bunch of headers what it looks at, but it
doesn't mention that it also look at Received: header. Is this a bug in
documentation or code? I'd prefer a way for it to not look at Received: header,
so if this is only a documentation mistake please add some way to ignore it.
