CMG majority may be lost forever. Without a majority, a Raft group (and CMG is a Raft group) cannot function. We need a way to reconfigure such a CMG forcefully. We need to take into consideration a possibility for the lost majority to return after or duing the repair. Such a return should not cause inconsistencies and other troubles.

This epic contains the core part of the repair functionality. Improvements are in IGNITE-22880.
