Did we decide to scrap the Announcement file from the tarball to match
with httpd-2.0 and simplify the job of syncing Announcement after we
actually roll the tarball?

I've updated the NW and Win32 builds to not copy Announcement, and did
not see anywhere in the Unix build which copied it to the install path.
