As discussed on the parent issues, the first implementation (based on memory mapped files) caused some stability issues under memory pressure.

This issue tracks adding alternative implementations (as discussed on the parent issue)
* Eagerly write to file and read via memory mapping the file (mode {{FILE_MMAP}})
* Eagerly write to file and read from file (mode {{FILE}})
* The existing implementation will be retained as mode {{MMAP}}
